It takes me back to my university days: one of my assignments was to translate an Austrian short story. I remember having a long discussion with our teacher about the word Bezirk: commonly translated as district, but this erases all the local connotations. So what to do? Substitute for something like "arrondissement" that English speakers might be more familiar with? Such is the translator's predicament!
